ok some questions
will a pal snes have any problems displaying on a NTSC TV? and i heard for powering a PAL snes in the US an NES power supply will work fine, can anyone confirm this? i was thinking of getting a pal snes with a 50 - 60 hrtz switch and a region lockout switch mod and was wondering if this would be the ultimate solution for playing all games from any region. yes i am aware that a pro action replay 3 should work fine but i don't really want to go that route. i need a snes anyways at the moment.
also anyone know of a good voltage step down converter? mostly want one that does 120v to 100v or one that does 220v to 120v...or both

Yes, the PAL SNES uses 9v, the same as NES so it doesnt matter if you use a 110v or 220v power adaptor since the console will only get 9v anyway.
About TV signals, i dont know how it is in USA, but in Europa almost all TV (well.. never ones within 10 years or so) supports NTSC signals too. If your TV doesnt support PAL signals i think you'll just get a black and white image.

hmmm. then would a US or JP snes modded with a 60/50 hertz switch as well as a region switch let me play every snes game out there on a NTSC TV without going the action replay route?

Are there even any PAL Super NES exclusives to make a 50Hz/60Hz switch worthwhile? After all, it's just a matter of cutting off a few tabs in order play the Japanese games.

Some games check to make sure that there is a functioning lock-out chip of the correct region. There are more NTSC games that do this check than PAL ones. Therefore, in order to have the greatest region-compatibility you want to be modding an NTSC SNES with 50/60Hz and Security on/off switches and removing the tabs in the cart slot.
This way, you'll still be able to play Mario RPG and Final Fantasy 3 (US) along with the odd random PAL game like The Firemen, which I thoroughly recommend.

if your an RPG fan (like myself) alot of people think the game Terranigma by itself is worth getting the mod.

There's Terranigma, and if you're a fan of European comics then the Infogrames games are nice to have I guess.
But I've that the SNES NTSC adaptor's plug doesn't fit in a PAL SNES and vice versa.

Correct, the NTSC/USA one is much larger and doesnt fit!
However i think you can use the USA NES PSU on a PAL SNES...
You're gonna have a hell of a time playing US games on a PAL system. Your going to have to either get an adapter or mangle your cart slot just to get them to fit.
