Racing Gears for GBA is great. Sequel is comming "soon" :) Damn i hope they still sticked to GBA and didnt move it to DS. Or better, releasing it on both machines.

Arcade version of Outrunners is pretty much the king here.

F-Zero on SNES. Top Gear 3 on SNES is pretty awesome, too.

I enjoyed Nigel Mansell's World Championship on the NES. I also liked Rad Racer (NES) and Power Drift (C64)

I have to go with Formula One: Built to Win, Final Lap Twin, and perhaps the Top Gear series.

I like the Lotus series and Crazy Cars 3 on Amiga, but they are a bit obscure...

Outrun is the greatest, period. F-Zero and RC Pro-Am follow right behind it.

I don't know what the C64 version of Power Drift that someone else mentioned is like but Power Drift in the arcades (and on the Saturn in the Sega Ages series) is probably the most graphically impressive sprite-based racer I can think of. Rad Mobile is very impressive, too, though the Saturn version stinks.
Outrun, Outrunners, Super Monaco GP, F-Zero, Super Mario Kart and the Road Rash series (on the Genesis at least, I think the 3D0 version uses polygons at least partially) are also impressive in their ways.
Hell, I think Night Driver is pretty good. And Turbo and Enduro, too.
...word is bondage...
I like Thrash Rally for Neo Geo and Cobra Triangle for NES. While I'm usually a 2D whore, the general racing genre is so much better in 3D.

I'm a big fan of isometric rally games such as Over Top and 1000 Mile Rally.

Hang On, Super Hang On, Outrun ... all awesome fun. I'm talking the Coin-op and Saturn/DC emulated versions.
On Genesis, I loved Super Monaco GP. Never got to play the coin-op version but it is prolly even better.

1000 Mile Rally.
Great 1000 Miles Rally! I loved that one in the arcades...was there ever a home conversion?

Saddly, no. It's one of the many reasons I love MAME.

Another vote for Crazy Cars 3. I love that game :)
Its also available on PC and is very similar I believe to the sequal called Lamborghini American Challenge.
Micro Machines 2 on the MegaDrive remains my favourite to this day though.

Outrun and Hang-On in their original arcade formats will always have my heart in this matter.

Crazy Cars on the good ol' Amiga indeed!
Most visually stunning Rad Mobile & Power Drift (Arcade versions not ports)

Micro Machines for the NES is by FAR the best racing game ever made.
