The NEC ARC1A PowerVR PWH-6032 prototype PCI board (also known as the Set 2.1 Dreamcast Development Kit) is one of the oldest prototype Dreamcast development hardware.
This PCI board can be connected to a computer running the Microsoft Windows 95 (http://www.microsoft.com/windows95/default.asp) operating system and can be programmed with Microsoft Visual Studio (http://msdn.microsoft.com/vstudio/Previous/default.aspx) 5.0.
It also has a VGA and video composite output ports to view demos on a television set or a computer monitor.

The Dreamcast development unit after the NEC ARC1A was the early Set 4 Katana Development box, still in prototype stages, followed by the Set 5, which includes the HKT-01 Sega Dreamcast/Katana Development Box (http://segakatana.com/hardware.php?cat=dcdev&id=hkt01).
