Scarcity of Imports

The Online Rarity Guide is a great resource for US games, but it's blank for a lot of Japanese and PAL releases. How should we go about giving scarcity ratings to such games? Should they be based on their scarcity in the country of origin (Japan, UK, etc) or on their scarcity as imports?

Even though I´m not a collector, I would go for the "scarcity in country of origin" option. As long as a game is widely available in a country, you can usually buy it using the internet without any problems using EBay or any such site...
