Can you use a Game Genie from the U.S. (do they even come from anywhere else?) to play U.S. games on a Mega Drive? Does the (Pro)Action Replay allow you to play U.S. games on a Mega Drive?

I think you'd have to have codes to play (region locked) US games on a MD system.
Like how you can use a GG to play *some* UK and Japanese region locked games on a US system.
As for the Action Replay...I never owned or used one.

Never tried it out, but it depends if the actual Game Genie/PAR has lockout, which I doubt. All U.S. games will fit nicely into MegaDrive(Japanese) as the slot is larger for rounded MD cartridges, and most of the time they play fine with a few exceptions. As I've seen, the newer the game the more likely it's region locked which can be (apart from cheating) seen as the only reason to use a GG/PAR. I use a MegaKey pass-through and that allows the region locked games to be tricked into their original region and this is on a Model2 MD. I'm sure others on DP have experience specifically with GG/PAR but I hope I was of help.

Yeah, the thing is it is for a newer game, Goofy's Hysterical History Tour. Someone in the UK wanted it but they didn't know if it would work on their system. I was hoping I could send a Game Genie or something along to be sure it would work but I guess not.
