Wow, that looks like one wacky game.
Given the text is Japanese my first guess of it being a pirate would probably be false, although the start screen looks a bit dodgy for sure. If this was dumped I'd sure like ot give it a go.

Not that I know of. I do know the Japanese Super Mario World is also titled "Super Mario Bros 4."

This is a Famicom game called Armadillo which has been hacked with Mario sprites.

Pirate Famicom multicarts were loaded with these sorts of hacks for a period in the early to mid 1990s. Games like Super Mario Bros. 5, Super Sonic Mario, Super Mario Baby, Super Mario Bros. 13 and so on and so on are almost always sprite hacks of games like Tiny Toon Adventures or Chip & Dale's Rescue Rangers rather than all original games, though there a couple all-originals like the pirate Famicom version of Super Mario World.

I don't know what the availability of those games as ROMs is. I have one based on TIny Toons Adventures, though it's not a very complete sprite hack. If you want to play the game, though, just check out Armadillo.

I have never seen that rom, but I am sure if you keep looking something will eventually show up.

I have this game on one of those wacky 150 in 1 Famicom multi-carts. You know, the ones with really only 20 games repeated endlessly. This is the only Famicom item I ever found in the wild. Picked it up several years ago at a Salvation Army. The game itself isn't too hot, but it's worth having as a curiosity.
