Is this Bomberman SS a duplicate?

I picked up the below game at a thrift on Friday. It appears to have likely been a rental since it has a "S.169" written in ink in the top front corner of the insert. The reason why I think it may be a duplicate is because it has a color printed sticky label rather than standard printing. The CD itself does not appear to be a CD-R. Do you have any idea of its origins? Thanks

Big time bootleg.
Looks similar to backups you could find around Toronto about 10 years ago.
The label on the disc is evident of that. That code 'S.169' could be a reference# to catalog all backups, since that's how they still do it around here.

The case also looks like a bootleg for sure.
