I get the impression from the cover that it's some sort of book or encyclopedia? Anyone have any more information please?

'fraid not, aside from the fact that it was a pack-in with some WonderMega units.
When trying to find some info on it for the DP database, I could only find a Japanese page with a description that translated as "Electronic book decoder cartridge", whatever that means :/

So is there (or was there) a standard format for books on CD in Japan then? It would appear that this cart allows you to use whatever these 'electronic book' CD are on your Megadrive.

Probably something equivalent to the Sega Saturn electronic book operator

It's a 'format' just like video-cd and cd+ just with books, readable from cd. Don't think I ever saw one, though. (never really looked for them)
