GTA Xbox version Question

I know that the Grand Theft Auto games where released as a double pack with GTA 3 and GTA Vice City, a Triple Pack with GTA 3, Vice City, and San Andreas, then San Andreas by itself. My question is did they release GTA 3 and Vice City individually?
