No.

I own a NTSC SMS. I own Euro sms games and I have no problems playing with them in North America. You don't need a mod or anything to play them. The only euro sms games that don't work on the system are Prince Of Persia, Back to the Future 3, and Jungle Book.

Not many euro sms games had the code to check for 50Hz.
