Emulators make for pixel-perfect shots, so go with that if at all possible. If you're using a system/game that isn't emulated, you need a screen-grabber for your PC, and a VCR with RF input -- presuming your system only has RF output. Plug the console into the VCR's RF input, and plug the VCR's video output into the screen-grabber. If your system has composite-video output, plug it directly into the grabber. For my PS2 and GameCube grabs, I currently use a $1K (!!) PC card with RGB and component-video input. It's really, really nice -- the highest-res grabber I've used in my 14 years of "videogame journalism."

For my non-emulated screenshots, I use this setup for RF-modulator-dependent systems, and then do a screen grab from the VCR it's plugged into with my mighty Snappy.
I have one VCR whose tape mechs are shot, but the tuner's still in good shape, and that's all I use it for.
I use a Snappy screen capture device. If your console doesn't have the right hook ups, just record to a vhs and hook your capture device to a vcr, and grab it from there.
