Trying to find the PC game "Tower"

My cousin knows I collect games and wanted me to look for the PC game "Tower" for him he writes:

"I thought I would ask you for help in finding an old PC game that seams to no longer be available out there. It is called "Tower" and is an old (early 90's) Air Traffic Controll simulator. I have looked on Ebay and no luck. Can you make any other suggestions, or where I might post to ask on the internet?"

If anybody can help me by putting me on the right path to find it for him I would appreciate it. Other than this info, don't have much to go on.

while this is shaky on moral and legal grounds alot of these old games are nearly impossible to find anywhere other than abandonware sites there are alot of classic games i would love to buy if i could ever find them.

Google 'Home of the Underdogs'.

Says 1996 and Windows 3.1...

yea he downloaded from them and doesn't work. Plus the direrections are in another language. Anybody els hvea suggestion?
