Ha! Widespread and popular != "best"
There's no doubt professionals used much better tubes than the 1702 had.
Tell you what, though, I'll ask about and see if anybody can recommend something better, if that's what you're looking for.
But the simple answer to your question is "no."
Not the best, but a darn good one.

It may not be the most technically superior, but in terms of all around price & quality, I would give it a big YES.
I have my 1702 from '82 still. Besides the 10's of thousands of C= hours it put in, it was my dedicated day-in, day-out TV monitor for at least 6 straight years. It still serves me in my video production area as DV preview monitor. The thing is identical to the day I got it - test patterns are dead on and color is perfect. It's 26 years old and never been serviced!
On a professional level, I've seen them used in production facilities, too. JVC badging, but same chassis.
I've picked up a few of them over the years, and all have been flawless operators.
