1. can be had for about $5-10 with 2 controllers and all hook-ups

It really varies a LOT with systems... they will go for much more online and craigslsit than at a garage sale. You could easily find an NES at a garage sale for $10, but then see it sell for $50 on ebay. It just varies.
Also... there is a huge rarity guide, check it out!
My general guidelines for those systems:
PlayStation - No more than $15 for the first model ($20 for the smaller second model).
Game Boy - No more than $10 for either GB or GB Color.
Genesis - $10 or so for either of the first two models; $25 for the 3rd.
Dreamcast - $25 or so.
NES - $15-$20 for a blinking front-loader NES (which would need a 72-pin connector replacement), $30 for a perfectly working front-loader NES, $60 for a top-loader NES.
As for games, they vary **immensely**: common Genesis sports titles can be had 5-10 for $1, while any of a certain 8 or so rare NES games can command $200+ for just the cart (a complete Stadium Events has sold for as high as about $7000 before).

Wanted: Any and all Dragon Quest, Lufia/Estpolis, Tales of series, and NIS games, strategy guides, and miscellaneous items. Will pay $$$ or trade well for items I don't already have.
I mostly agree with the previous posts, and if anything they are a little high on some of them for what I, personally, will pay nowadays. But any of these I'd only be picking up to re-sell. One of the local thrifts has original playstations stacked up at 10 each that I pass all the time. There was a PSone somewhere recently for 10 w/ two controllers, but it didn't have the a/c adapter so I passed. I can't sell a genesis setup with 5 (crap) games for 20, so look for a pretty good set of games if you want to spend that much. I have a tough time passing up NESs, but they seldom are priced more than 15 unless online, and I'll pick them up for that.
All are assumed to be loose, right? Here is a quick answer: Very little.
The long answer, Assuming I didn't have any of these systems:
1: I wouldn't pay more than $10, But if it is the very first run of the console, I'd pay up to $30 due to the RCA jacks on the back. (I heard that type is a great CD player)
2: No more than $2 for the first type, No more than $5 for the other.
3: Up to $15, Depending on the condition.
4: I'd pay up to $25 if I didn't have one.
5: That depends on the model. First, Up to $15. Second, Up to $50.

If cash would be the issue I would probably pick one system that really appeals to you. I would pick the Playstation or Nintendo because of the sheer volume of games. Plus you can only play one system at a time .

If you can get a good deal (I actually got my most recent system for $20), I highly recommend a PS2. PS2 has an EXTENSIVE library (especially when you consider PS1 games as well, with the backwards compatibility!)
If funds are SUPER tight though, just craigslist a PS1 or something, so many great games.
One of the problems though, is that PSX games can sometimes get pricey.
