Default Can you cancel a bid after an Aution has ended?

I had a guy win my auction and I know he will end up being a nonpaying bidder. It's already been 14 days and he keeps telling me he will be paying with Paypal and blah blah.

So can you cancel the winners bid after the auction has ended?
Can he still leave feedback after I do this? (if I can)

Basically I just want to relist this item and not even bother with this guy.

You can't cancel it, but instead you can send a "second chance offer" through "My eBay items I'm selling" page to the second highest bidder.
