There are several Playstation emulators out there. Two of them were even commerical offerings; one of them, Virtual Game Station, disappeared after Sony bought the company that made it, while the other, Bleem!, could no longer afford a legal battle with Sony.
What's left is still pretty good, although you will have to find a Playstation BIOS ROM image (not a difficult thing to do these days). I would suggest Zophar's Domain, if you're not familiar with it.

I don't think DC's as easy to emulate. Maybe because of the GD-ROM drive that isn't quite the same as cenventional CD-ROM.
So far there are 2 DC emulator on Zophar site, and neither is quite fully playable.

I would forget about DC emulation (emulating it on a PC that is) for the time being. I really don't see it emulated to any playable extent for at least a year or two.
