Yes, it requires the driving module, or the roller controller is a nice alternative. When you say "blue screen", do you mean the level select, or is it just a blank blue screen?
I'm pretty sure it doesn't. Re -clean the cart, or even your slot.
I have a Rocky Super Action Boxing that goes to garbage after the level select screen, and I've cleaned it ten ways from Sunday, and my CV is minty.
Bit Rot? Maybe something very bad happened to the cart? :/

Yep, try cleaning the contacts as omnedon suggested because it shouldn't matter which controller is plugged in, you should always get to the blue level select screen.
I never had to have the Wheel or Roller ball controller in to get the game to turn on..
Once in awhile I fire up the Colecovision and test out each cart,,by just plugging them in and turning the system on...without playing them,and without any special controllers in.
Turbo works everytime..
It must be a dirty cart..prongs.
Rub those contacts with a Q-Tip and some alcohol. You should get a blue screen with teh options to select the game. With a good cleaning you should be ok.
