Prototype or not?
Okay, so I recently saw this in an online store, and even they questioned whether or not it was a prototype. It doesn't have any exposed EPROMs, but it's it does have a weird label, so it might just be a demo cart if anything. It's a PAL version, BTW.
Opinions?
Open it up and find out if it has regular roms or not!
Personally, without any other evidence, I would say it is just a regular cart with a different label.

It could be, I've seen NES proto labels that look like that. But like everyone says, you'll have to crack 'er open to be sure.
