I'm waiting to find out more about it. I assume it's more like the PSO model, and less like the Genesis games?

I just want a new offline Phantasy Star. I have zero interest in any online RPGs.

This is just basically an "enhanced" version of the two previous PSO titles for the PS2 although it only features local multiplayer, so I'm not sure why anyone would want this. I too was and still am hoping for a new single player Phantasy Star that patterns itself after the original Genesis games and not the PSO series.
It's just like the Unvierse titles except for that instead of like on the Universe games where to get the ultimate weapons you have to grind for specific parts to be dropped and to create them, the ultimate weapons are rare drops, like on Phantasy Star Online.
About the single player and online portion. It's single player if you wanted it to be, but yes, like Bojay said, it's local multplayer. However. If you own a PS3, Sony is still testing out that ad-hoc party in Japan.
The ad-hoc party is where your PS3 is on. You open an ad-hoc connection to find players on your PS3 and create or join a room for whatever game you are playing and it will end up finding players who are still searching for someone to join a game. It works for quite a number of PSP games (120 plus) and Phantasy Star Portable is one of them. The only bad thing about it is that all these games are Japanese games it works fine, but people have found that it does work for some US games, though not officially announced. You don't have to live in Japan to download it, but you would need to create a fake Japanese resident PSN account.
So technically. Phantasy Star Portable does have online for up to four people without just being local.
I'm a big fan of the PSP so I'm always trying to tell people about ad-hoc party. Hopefully it doesn't take as long as Home did to come to the US though.

I have been playing it for a few days now and it is pretty good. The story is lacking but if you enjoy doungeon crawling and grinding for levels and new equipment - then it is something you may be interested in. The first Dragon Boss was pretty impressive.
