What is this game, some sort of target shooting game for the army?

DP's own 98Pacecar has the actual practice weapon for this system, which looks exactly like an M16A2 but basically with Super Scope hardware inside. He brought it with him to CGE2007. I assume he has the cart as well. Very cool.
As Pantechnicon said, I have the rifle as well as both carts for it (the basic marksmanship and moving target practice). From what I've learned, the US Army used them for remedial marksmanship training to cut down on the cost of using live ammo. Basically, soldiers that needed to improve would have access to a 13" TV, SNES, and the MACS setup in their barracks. One of the stories I ran across said that some soldiers would fake needing practice to get access to a TV. Somehow, I can believe that!
The rifle is based on a Jager AP74, which is an M16A2 clone that uses .22LR ammo. It's completely de-commissioned and retrofitted with a more advanced version of the super scope hardware. It feels very accurate. I haven't compared against a real M16A2, but I think the weight and size are fairly close.
The games themselves are pretty cool. They are very sophisticated versions of a normal lightgun game and rate the users on all of the fundamentals of shooting (breath control, trigger control, speed, accuracy, tracking, etc). I'd have to fire it up again to remember all of the parts to it, but I did enjoy messing around with it the last time I set it up.
I do remember that it's not possible to get past the start screen with a controller, but you do need a controller plugged into port 2 for some selections.
I think it was DreamTR that contacted the manufacturer and found that 600 of each cart had been made and presumably 600 rifles, but it may have been 1200. Either way, it's a rare beast to see outside of the military and I would guess that most were destroyed or are still in military hands.
Walking the rifle through 2 major airports on my way to and from CGE in Las Vegas was quite the experience!!

I also want to say that I am also a proud owner of this item. Specifically, the moving target simulator and the M16. I am only throwing this out their because, well, they cost alot, and I've already told all my normal friends. I do need the Basic Marksmanship cart though.
I gotta say, after playing around with this, I can "trap" a target like a pro. It is also cool because the Moving Target simulator replays each shot, and lets you see how close you were to actually tracking the target. It shows you exactly where you are aiming for each target, and tracks your movement across the screen.
