How do you change the settings on an Amiga CD32 with a mouse?

You hold down both mouse buttons upon bootup to change into NTSC or PAL.
FYI, you can actually accomplish the same thing by plugging a controller into the second port, holding down the buttons, and making a whole bunch of circles on the D-pad as the system boots. Don't ask me why it works, but it does!
The menus are a pain to navigate with the controller, but it can be done. So, it's a decent stop-gap before you pick up a mouse.

and it did.... nothing. I got into it and yeah it was a hassle but doable none the less. Thanks anyways!

I don't think my instructions were too good there. Hold down Red+Blue and make really rapid counterclockwise circles on the D-pad. You have to start doing this immediately when you turn it on, so just start doing it as (or even before) you hit the power button. I just confirmed this on my unit, so it works for sure.
Then you have to make a bunch of weird half and quarter circle movements to get the mouse cursor to move once the boot menu comes up, but it works.
