Default Sonic 2 in 1 for the Gamegear?

Was doing a bit of research earlier and came across this:

    http://info.sonicretro.org/Sonic_2_in_1

I'd never heard of this before. A quick look reveals it's not mentioned anywhere on Wikipedia, Digitpress or Rfgeneration. Was it a licensed or pirate game? Can anyone shed any more info? Thanks!
I reject your reality and substitute it for one of my own!

it looks like it's licensed but slapped together in a bit of a hurry, probably released towards the end of the systems lifespan (maybe by a regional licensor or something); the whole logo is just straight from Sonic 2, they just cut it up to make the 2in1 bit. and the whole reset to switch games thing is just cheap as hell, reminiscent of the earliest pirate multicarts for the NES and Gameboy... but the logos and stuff on the cart itself look too legit for a pirate of the time, IMO anyway.
