I think it's just something that slipped by the developers. Charizard can learn it in Yellow.

Yeah thats probably it, but me being strange I start to wonder about the logistics of it actually flying. It tends to be quite amusing.
It's funny on Pokemon Stadium when a non Fly learning Pokemon uses Fly through Metronome. Snorlax has Metronome in Stadium... I've seen him sleeping in thin air quite a few times.

I never knew that and I have owned Red & Blue ever since they came out. I think it because I always used another Pokemon for fly because Charizard knew Cut and I didnt want to give up any fire attacks. Kangaskhan huh,thats almost as funny as Pikachu learning surf :P

Where are you seeing that Kangaskan can learn Fly? It's HM 02. And it's not compatible.

the only way to get a flying kangaskhan is to yes catch a missingno or m' and level it up, it will evolve into a kangashkhan, and usualy it wilol have fly and a couple of other mostly useless moves.
Pokemon and its several flaws...still good though.

The thing that always bothered me about Pokemon is that Ghost pokemon were supposed to be optimal when fighting psychic pokemon, but the only Ghost pokemon also had poison characteristics, thus negating that advantage. And also there was the fact that there wasn't a single good ghost-oriented attack. I felt that the game was heavily weighted on psychic pokemon, making it a bit unbalanced.

Yeah, psychic Pokemon were way overpowered, which is why dark Pokemon were introduced in Silver/Gold.

Steel is strong against psychic, too, and the Bug type has been regularly expanded fairly extensively in every generation since RBY. Megahorn, Silver Wind, and Signal Beam really help cut into Psychic's effectiveness. Dark is nice in that it's immune to psychic, but with Crunch as its most effective move...it really needs a super-move, I suppose. At least it now has a legendary like Darkrai that can rip those early psychic legendaries to bits. Ghost pokemon have also been given a huge boost with combos other than poison (like pure-ghost Dusclops / Dusknoir and Dark/Ghost Spiritomb), and other types have been given psychic-resistance or immunity (like the dark/poison Drapion or steel/fighting Lucario).
Red and Blue are really rudimentary first attempts at the formula, and there were loads of nonsensical things like Charizard not learning fly despite being of the flying type. They fixed all of that in subsequent generations and really improved it; it was way more fun playing FireRed and LeafGreen than Red and Blue.
