I don't know about the PC version, but I know there was a commercial version for the Atari ST published by Epyx. Check out this article:

I can remember seeing Rogue for sale in my parents' computer store. We only carried software for Apple, Commodore and IBM, and I'm pretty sure I am remembering the PC version.

In fact, Epyx released the game for a number of different systems, including DOS PC's. However, the DOS version looks pretty weak compared to the others (even the C64 version puts it to shame).

MobyGames has more information, including plenty of screenshots.

I actually have a sealed copy of that for the Mac around here somewhere. Same cover art and all.

The DOS version just used colored ASCII characters for everything. I had no idea the game was released for the C64 -- woot! Off to play! Also I saw on Moby that there's an iPhone port as well!! Happy day!!
