    Default Questions about a PayPal payment

    Last night someone bought an item from my ebay store and paid right away. About 20 minutes after the transaction, I get a email from paypal stating:

    "To protect you from problematic transactions, we sometimes request additional information about PayPal payments. We need more information about this transaction. Please log in to yourPayPal account, click the "Resolution Center" tab, and provide more information by 2/9/2010. We recommend that you not ship the item until our investigation is complete. If you've already shipped the item, please log in and let us know where you shipped it. We have placed a temporary hold on the funds until we complete our investigation."

    I login to PayPal and check to see the funds being on hold for a reversal and that I needed to respond to a Resolution Claim. I responded that item has not been shipped and noted that I hadn't received any contact from the buyer. Well today I get another email from PayPal:

    "Thank you for submitting the requested information regarding the recent unauthorized payment. We have resolved the issue, and this transaction is covered by protection against unauthorized payments. We will restore the funds to your account."

    The case is closed and the funds are now marked cleared. Left me in shock as I expected it to be reversed especially since I stated that the item hadn't been shipped. I am now wondering if I should ship the item or just issue a refund. Any thoughts?

    Did the buyer have 0 feedback? If so he/she probably had to verify their mailing address or other info before funds cleared.

    Same thing happened to me except after I responded, days passed and funds never cleared. Later after days of pending, received notification payment was reversed. Buyer had 0 feedback though.

    Well, if payment is in your account and the address is verified, I would say good transaction, ship it out.

    I went ahead and shipped it. Buyer has a feedback of 3 from almost a year ago. nothing since. The sender is unverified, but the address is confirmed. In any event, it's only $15 and I'll take paypal's word for once that it's covered. Kinda weird though because I thought that the seller is always responsible for unauthorized chargebacks.

    I think that is only if the address is unconfirmed and/or not covered by the paypal protection policy.

    Seller is responsible for chargebacks. PayPal will charge you a 10.00 fee. However if you shipped to a confirmed address and have a tracking number, they will be on your side and waive the fee. I have experienced this first hand. In the end the chargeback went through and the buyer got their money back and the seller (me) kept the payment. PayPal ate the entire 80.00+ amount and cancelled their 10.00 chargeback fee. Ha ha PayPal!

    Looks like I've been scammed just now. I sold my Contra Force on Monday, and sent it off on Tuesday. I just got a notification that the payment has been reversed, and that PayPal may "request more information."

    We were recently notified that a payment you received was reversed by the buyer’s bank. A bank reversal can be requested by the bank itself or the bank account holder.

    And I'm out $38.

    Sorry to hear that.

    Where you able to take out the $38 before this ocurred?

    Is there any chance that if you provide Paypal with the DC code, that nothing will happen to you? If the DC number says it was delivered, maybe you have a chance. What is the current status of delivery?

    Was the demon buyer a newbie?

    1: No, I keep my money in PayPal (but I won't anymore, I finally reopened a US bank account and planned on taking out all the cash tonight.)

    2: I sure hope so. I have the code right here in my desk. The item was last scanned in San Bernandino, CA on the 9th (the day I shipped it out.) It was going to Arkansas, so it should arrive by today or tomorrow at the latest.

    3: No, he wasn't, which is really bugging me.

    Did you ship to a "confirmed" address? Go to the dispute or the open case and enter all the info you have. Don't freak out yet, enter what you have and see what happens.

    I'm pretty sure it -was- confirmed, but now it doesn't show up on the PayPal transaction; and no, there's no case open yet. Which is why I'm confused.

    I thought they switched not long ago (w/in 6 months when lots of biggish changes were made) to where an address does not have to be confirmed for eBay purchases. Maybe that applied to regular disputes and not chargebacks, I'd have to check.

    11.3 What are the eligibility requirements for PayPal seller protection?

    You must meet all of the basic requirements listed below: In addition, you must meet the Item Not Received requirements to be covered for Items Not Received and the Unauthorized Transactions requirements to be covered for Unauthorized Transactions.

    Basic Requirements:

    * Ship the item to the shipping address on the “Transaction Details” page.
    * Respond to PayPal’s requests for documentation and other information in a timely manner.
    * The item must be a physical, tangible good that can be shipped.
    * Your primary residence, as listed in your PayPal Account, must be in the United States.
    There is no longer any reference to "confirmed address" in the user agreement except in reference to disbursement of funds by physical check.

    Hopefully that's good new for you. Did the transaction page say "okay to ship"?

    Yes it did, and it was fine for the first two days. I only got this message after I came back from doing some errands in the US - I hadn't received anything in the morning before I left.

    FeePal hasn't asked me for any other documentation yet. I have the DC # right here. They'd BETTER ask me for it soon, I really don't want to lose this money.

    Call up PayPal and call up the Powerseller phone number even if you're not a powerseller, explain calmly your problem and keep asking for someone who can do something about it.

    That's how I got a chargeback worked out.

    They asked for more information this morning. I just sent them the tracking (D/C) number and an explanation stating that the item was sent on the 9th.

    And the item will most likely be delivered today.

    Let's hope this gets resolved in my favor. >_<

    THAT FUCK JUST LEFT ME A POSITIVE. WHAT THE FUCK!? I'm tempted to ask him why his credit card company issued a chargeback now!

    Sometimes my bank calls to ask if I made X or Y charge, specially with large or repetitive charges. If they don't get a hold of me they issue a chargeback automatically. Of course, we're talking about $38 here so I guess that isn't likely.

    Still waiting on a resolution, by the way. I left an additional note mentioning the positive feedback, but it never showed up in the actual dispute. I dunno what's up. And it's a three day weekend in the US of A, so I have to keep waiting.
