These cartridges are dirty as hell and I'm not going to take it anymore!
The only way I know is electrical tape. You could use heatshrink on it to make it look more presentable, but you'd need to be able to slip the heatshrink onto the cord, which you'd be unlikely to be able to do.
Heat shrink is what I was thinking as well. What controller is it? Many controllers, if you take them apart, will have a small connector on the end of the wire that you plugs into the board. Heat shrink tube should slide easily over that.

It looks like a power cord. Vacuum cleaner damage I would guess, hehe.

Electric tape. Just cover it up.
easy fix...buy a new one. They are cheap.
I've fixed a GC controller too, since a mouse chewed it up.
It was in worse shape, with some of the wires actually touching each other. Had to wrap them in electric tape individually, then wrap up the whole thing. Worked great after that.

You guys have the right idea with electrical tape. But take it a step further. Shrink tape. It's like electrical tape, and shrink tubing. Best thing is you don't have to undo the wires to slip the shrink tubing over it. Just tape it up like you would normally with electrical tape, apply a little heat and abracadabra.
If it's that small of a cut, you could always glob some 'liquid electrical tape' over it. I keep a tube around for stuff like this, it's basically an RTV rubbery plasticky type adhesive, and dries black.
