I think the chips in X3 and X2 are only for the wireframe animations so they aren't even used often, so the game may crash if it has to generate a wireframe. But I don't see how it could stop a SNES from powering on.

Nevermind, reseated the power adapter and it's fine. Still getting a black screen on the GG, I'll clean it tomorrow. I don't remember it ever working for X2 before.
Maybe it's the model of the Game Genie that is the problem do you have the one that adds the dash after you type the code in, or the one where the dash is already there?

I've never seen one that didn't have the dash, but it's in the XXXX-XXXX format.
Earlier versions of the Game Genies always have the Dash there, the newer versions have the dashes added to the line of code after you enter it. If I know my Game Genie history Nintendo didn't like the Game Genie and had put checksums in their games, I dont know if this is just for NES or not but, it seems likely they did something similar to SNES games too. this info came from Wiki I would assume it applies to third party titles too.
Around the time of the lawsuit with Galoob, Nintendo used other methods in attempts to thwart the Game Genie, using ROM checksums in later titles intended to detect cheat modifications. These measures were partially successful but some could be bypassed with additional codes. Later versions of the Game Genie had the ability to hide Genie modifications from checksum routines

Well, after a good cleaning, I got X2 to boot with Game Genie. However, it bypasses the code entry screen. Mine enters the dash automatically when it comes up on other games. Everything in the game seems to work, but there's definitely some slowdown with the wireframe graphics.
I thought this was common knowledge too. Later SNES Game Genies do work with games that use extra pins. The pins do not make contact with the board though. I'm not sure how or why it works. It just has plastic slots where the extra pins go. Pretty sure I've played Star Fox with codes before.

I really don't know why it would do that. I just tried X2 with my Game Genie and it worked even on an SNES Mini I didn't enter codes because I don't know any for X2 but the code screen did come up.
