I'm not sure, but here is what I do know about each.
SA first run - I'm assuming by this you mean the original Japanese version. I'd think it would be more uncommon than rare. It was on the market for at least one year, so I'd think you could find it.
SA All Stars - Probably not rare or worth much. I have a sealed one and I don't think they even sell.
SA NFR - Not really sure on the rarity of this one. Probably most sellers don't mark the difference. I'm assuming this was released with the Sonic Dreamcast bundle at the end of the console's lifecycle.
SA LE - This seems to be fairly rare. Its the full game without save function. There is one on Ebay for $20, but I saw a complete one for either $40 or $60 in a game store
SA International - This is the common version for the Dreamcast in all other markets. The Japanese version just has the International subtitle as it fixed some glitches from the first run. Not very rare.
Not 100% sure on everything, but hopefully that will give you some idea.

indeed. i try to collect the rares production runs of games. i have the first press of SA for the DC and SADX for the GC. im wondering if i should replace my first run with the NFR version?
And was available only at Hollywood Video stores who got the game and DC in a weeks before the official release date. At one point I had about 30 of these ....sold them for about $100 a pop. Was a nice down payment on a car.
Right now I only have the back cover (which has the spine saying LE and the cover art).

That's probably where my information came from, so if I'm incorrect blame Sonic Retro.
As for the rental thing, this makes it fairly clear that it was made available at Hollywood Video.
