I'm going to take a very random guess and say Novastorm for the PSX.

my first thought was Master of Orion 2. you get a cutscreen like that when those guys from the other dimension do raids...i think

Given the ultra-wide aspect ratio, it almost looks like Galaxian 3: Attack of the Zolgear..
Where did the image come from and was is edited in any way? The resolution seems awfully high for the game to be too old. It also seems streched out a bit. If you resize it so the blue oval portal thing is more of a circle, the ships still look fine(and less blury). There is also part of the top row of pixels missing, and possibly on the edge so there could be more image we're not seeing. If this is simply from a screen grab then it couldn't be a PS1 game. PS2 maybe...or a PC game. If the image was blown up or something, then everything I'm saying is pretty pointless. Anyways, that's about all I can add.

its Master of Orion II on the PC. i'm 100% sure now. i decided to reinstall it today and play it and that image is from the intro.
