Default Greatest Hits disks in factory sealed original release cases (PSP)

I just need to confirm that I'm not crazy. I recently bought two black label PSP games (new at Walmart) which contained red greatest hits disks. Now the first game was a reseal (a relatively common practice in Canada where they open them up to insert the french manual) so I didn't think much of it (FF7: Crisis Core).

But the second was a Y-folded factory sealed original release Burnout: Legends with a red GH disk.

Has anyone else come across this? If so, do you think it is limited to the PSP?

I want to say that it's for a multi-lingual update to the game that wasn't there in the black label release. It doesn't make perfect sense, but that's the best explanation that I can give.

I would guess that they started producing new GH discs and still had older packaging left over so they just used up what they had left.
