It is all about personal preference really, both are just as good as each other.
The Dreamcast deserved a much better run than it got, but in my opinion the PS2 is in the running for best system of all time and really defined it's generation of consoles.
I would put the Dreamcast above the GameCube though, but I'm not so sure about how I would compare it to the XBox. I'll have to think about that one.

Okay, now that the troll is banned, I have noticed that the Dreamcast has become overrated since its untimely demise. The PS2 dominated over 70% of the market, like the NES this means that it got most of the top software. There is no arguing that.
That said, the Dreamcast was the better console for the Arcade and Action games I like to play and certainly had at least as many worthwhile games as the PS2 well into 2004. In fact, since 2001 I have been mostly bored with gaming and very abhorred with reviews and general sentiment towards what few good Action games that have come out.
I can see saying that the PS2 has one of the best libraries around, but I don't think it was so great hardware-wise. Aside from how it and the original Playstation units failed as bad as or worse than 360's and other imperfections, the lack of progressive scan support really kills me.
It's so bad that I actually went and bought a backwards compatible Japanese PS3 just to play my games with a decent picture (they're pretty much all imports).
I just use a nice small clear-orange VGA box with my clear-smoke Dreamcast and 99% of games look beautiful even on HDTVs.
Anyways, if we're going by the software a console can officially play, then the backwards-compatible PS3 is by far teh greatest system evAR.
The Nintega Grafx-16 Vectrondo by far.
But since that was so obviously left out of this poll, I'll go with Dreamcast. Though I own more PS2 games, I enjoy the DC games more on average, and I look back on the Dreamcast more fondly (through my rose-tinted nostalgia glasses).
I discovered after I got my HDTV that there are actually a lot of PS2 games that support progressive scan.

I don't know that there's a definitive "better" since it's all down to personal preference. It's a shame the Dreamcast had such a short lifespan - but in terms of quantity/quality ratios I'd say it's my personal pick (out of every system). If we're talking sheer volume - PS2 literally has everything, every genre you could want - and it has it in spades. It has hundreds of fantastic mainstream hits, and hundreds of quirky, obscure, only-100-people-will-buy-this kinda games, too. It's an ugly, clunky system and nothing about it had the same whimsical charm as the Dreamcast but it's got a library of games to be reckoned with. In the end, I guess that counts for pretty much everything.
Dreamcast gets my vote. Mainly because it has games that I still care to play. The PS2 library doesn't have many games that I like to hold onto. I usually sell off my PS2 games after I beat them.
