The smooth sleeves used for most every other game? I am guessing only the later releases had the textured type, my copy of Silent Debuggers just came with one.
Hmm, I don't recall there being much if any difference between sleeves, but it's been a while since I owned a TG-16 I guess.
I definitely know what the OP is referring to. That being said, I don't have a good answer as every game I have was bought used, but I think the only titles I received that had the textured sleeves were Parasol Stars and Dead Moon (US) and Salamander and Parodius Da (JP).

They switched over to textured sleeves part-way through the life of the library. Around the time of the switch, some games came with the smooth and textured ones. All the orange spine TurboChips have smooth sleeves. It was during the run of the re-designed cases that the switch occurred. All of the case-less TurboChips have textured sleeves.
I checked a few games and I noticed there are variations even between the smooth sleeves. Some have pretty smooth material, while others have a little more texture. The ones that have more texture aren't coarse, like the later sleeves, but they are noticeably different.
