iOS, currently. When devs evaluate each platform to develop on they tend to go with iOS. I've managed app development for iOS, Android, and Windows and love what M$ is doing, but their marketshare is small. I'm not a fan of Android, but it's finally getting better.

IOS has the largest selection. Android gets the emulators. WP 7/8 has Xbox live integration.

Right now, iOS is where I do the majority of mobile gaming.

I've got the following emulators for my iOS devices:

    1. various flavors of MAME
    2. Final Burn Alpha
    3. SNES
    4. Genesis
    5. TG16/PC-Engine
    6. Master System
    7. NES
    8. GBA
    9. NeoGeo (stand alone)
    10. Amiga
    11. PC DOS

There's more out there, but not really interested in them. Use them with an iCade, iCade Mobile, iControlPad, iCade 8-bitty, WiiMote + joystick and sometimes TV-out to a CRT of HDTV.

What I like about Android is the PS3 controller support, although the next version of Blutrol is supposed to add this. Blutrol also allows you to map touchscreen control only games to a bluetooth controller.
