Why do people so often ask for 4% for the fee? Just figure that into the price :/

If the fee was meant to be put on the buyer, then paypal would give the fee to the buyer. Plus, it technically violates paypal policy. Just an FYI to the OP, that's all. It can be rather off-putting for potential buyers. I know that I will pass over an item when this sort of stipulation has been made.
