They look better on matte IMO, but lot of folks use glossy. Just a preference thing
Semi gloss is a good compromise, but some of the finer details will get distorted since you're putting those prints under a sheet of plastic. I wouldn't worry abut it too much. I say do one of each, and then see which you like yourself. The best I've found was thick cardboard stock, not because of the clarity (which is great) but for the fact they they don't distort at all since it's such a rigid material.
You're going to have trouble finding glossy paper in legal size. Perhaps FedEx has some laser jet paper that's glossy. I've not been able to find anything though.

If you've got a printer that can print with almost no margins you can normally use an 8.5x11 instead of legal, but a lot of home scale printers won't do that.
I have about a half a ream of legal sized very slightly glossed injet paper which has worked well for me. I picked it up from xpedex as they seem to have more options than Kinkos/Office Max.
