Question. What does the mod chip do that the region free bios will not? I assume a region free bios means I could play any region game if I installed it. Do you need to solder to install these or is the Saturn a socketed bios?

Correct, the modchip will allow you to play back-ups burned to a CD-R, while the bios chip allows for the saturn to play any any region game on the saturn. The bios needs to be soldered, though you can get away installing the modchip without soldering (though I would recommend soldering the wire when installing it).
