Default Emulators with in game menus? (Suitable for HTPC setups?)

So I finally got around to building an HTPC for the living room. Which means I could set up all of my emulators as well I thought. I'm currently using XBMC to launch the games, but what I miss from when I was using emulators on the Wii were the in game menus.

What I mean is that I could pull up a menu while playing to save and load savestates, exit the game, edit settings and so forth. I can do some of this using controller mapping, but it's not as easy as pulling up a menu like on the Wii.

So are there any frontends or emulators that offer settings like this? I think a good example would be how Magic Engine is setup, like this...

ZSNES Windows has its own internal non-windows itself based set of panels much like Magic Engine, but they pop from a bar along the top, they don't branch out left to right.

I think you might be able to pull some of that off with Mameui and Atari++, but it's been awhile, so I could be wrong. When I was using XBMC for the same thing, I ended up just using AutoHotKey to program simple button combinations for loading and saving states, and exiting the emulators. Takes some effort, but theres not many other options. Especially if you want the same button combinations to work across all emulators, like I did.
