well I had something like this recently and have dealt with it in the past.
    different systems, same application.

most recently I got a laser disc player that had the same problem, taking a soft un-used paint brush to the lens and cleaning it off fixed it, while I was at it I cleaned the rest of the unit.
about a year ago I had a A/V PSX that did the same thing, no amount of cleaning worked so I adjusted the POTS (some times called variable resistors) took me several hours but I finally hit the right ones where it would see the discs and not get skippy sounding sound and not take for ever to load.
the only other time I have had an issue was in a fat PS2 when the unit just dumped so I replaced it with a working one from a broken console, no probs.

so couple ways you can go about it...

If it's not even spinning the discs, I would assume something other than just a dirty lens is at work here. Maybe a faulty "lid closed" detector or a bad motor, but those are just guesses.
