There was a great deal of fuss over Ben Heckendorn's VCSp way back in the day, but of course that's a custom job, just like everything else he does, and I don't think he's making them anymore.
There were plans for an Atari Flashback Portable, apparently, but is seems they never got off the ground.

Nvidia Shield can emulate all of that with ease and style.
Oh, a lot of things can emulate it. I don't know why you'd pick out the Shield in particular.

There was a commercially made one from the UK several years back.
