Why are you certain it's a game character? Is there any product molding/id on the back or the feet?
Looks like angry pedobear about to get busted by the cops.
It looks like knockoff of the Loony Tunes Tasmanian Devil.
When I come home from a long day in Hell, there's nothing I'd rather reach for than a fire-brewed bottle of Styx Beer. Made from the filthiest waters from our own River Styx. Styx Beer is a third more toxic than any other regular beer. The worst beer - the filthiest beer - the deadliest beer. It's Styx Beer!
I'm gonna guess it's a Psi-Bear from Psychonauts?
No, not really...
He does look ever so very slightly familiar, but nope, can't place him.

i've collected toys for over 30 years, and i've never seen that before, it does look like a generic large mold, how heavy is it? could just be a bizarre generic toy but nothing video game related.
If you own the toy, perhaps you could find a copyright logo on it and tell us what company made that toy? That'd narrow it down a lot.

Looks familiar.. but my immediate thought (which i doubt could be right) was one of the creatures from Rampage..
A rabid Bently Bear... lol
Doesn't look like any VG character I know of.
If a god is willing to prevent evil, but not able, then he is not omnipotent. If he is able, but not willing, then he must be malevolent. If he is both willing and able, then why is there evil? If he is neither able or willing then why call him a god?
Maybe someone told Stickybear that somebody remembered his CD-I games.
I was really thinking something Naughty Dog would put out. It doesn't have any markings, and it also came with a bear trap that he wears as a necklace??
Yes, someone else turned up this picture. No further clues yet, though – unless it happens to be from Crash Bandicoot?

It looks like a wolverine or badger to me.
It looks so familiar to me I just can't place it
I don't think its a character from Rampage either. If the toy was gray it would bear a slight resemblance to good old Ralph from Rampage.

Oh great now I want a miniature Ralph for my game room.
