I'm looking at this series and both parts came out the same year.

These are two different games. Each game is a different part. It's like if Final Fantasy 6 ended with everyone jumping off the floating island onto the airship and then FF6-2 started with Celes and Cid in the World of Ruin up to the end of the game. You basically need to play through both games to get the full story.
The gameplay to both games use the press turn system from Shin Megami Tensei Nocturne. Instead of being a demon summoning game like SMT3 though, you have set amount of characters and you can only use three characters at a time. Every skill that you learn goes into an ability pool, so you can reset your characters skills at anytime throughout the game. You basically have a skill tree at each save point that you can set your character to which class and after leveling up, the character will learn the skills under that class and then you can go towards the next tier of attacks.
Both games were released in 2005, in April and October respectively.
