Default Master System Repro, Genesis Cart?

I remember reading LONG ago that the Power Base Converter for Genesis was nothing more than a pass through because Genesis and MS carts are different pin layouts. If that's true, then would it be possible to flash a Master System game onto a Genesis cartridge and have, for example, a US version of that Phantasy Star 1 rerelease in Japan?

Bonus question, if the game in question had FM capabilities, would they be activated through the Genesis FM chip?

Unsure on #1, but this looks like a better option for both #1 and #2:

Looks like you can just get a cartridge shell and make your own converter with that PCB that has FM capability. Given that this product exists, using Genesis FM is likely not something workable.

Thats probably the case, you can flash master system roms onto a genesis flash cart and they play fine on genesis hardware.

However if you have the 32x expansion in the genesis, the Master System roms would not work.
