Default Channel F has rolling picture.

Ok I got an obscure one for ya'll. I got this Channel F Model 2 here with a rolling picture. I've adjusted the pots for the RF & was able to get rid of the static, get color back but the picture still rolls. I tried recapping it & even replacing the metal slug in the pots that was cracked, still rolls no matter how much a I adjust it. Can't even get it to slow down or speed up. Any ideas?

I don't know anything about this Hardware, but I can tell you that a vertical roll is related to the vertical hold circuitry. If you have access to schematics look for things related to the sync, specifically VSync.
Also, if this console is being played outside of its original territory, vertical hold issues are common between 50 and 60hz regions, since they run at different frequencies.
