How can I modify PAL Atari 7800 carts so that they'll work on an NTSC 7800?

Won't they just work as-is? I don't know because I do not have a PAL cart, but I was under this assumption.
I beleive it's some sort of V-hold adjust on your TV...

They don't work because the PAL 7800s don't have the lockout system the NTSC 7800 uses, therefore, PAL carts won't work.Originally Posted by zektor
You'd also have to reprogram the game itself since the scanline generation on the Atari systems is done by software, not hardware.

Check atari age, I remember something about this. If I remember correctly, you can replace the bios in your system, and play both NTSC and PAL games.
I don't know specifically about the 7800, but the 2600 doesn't have a bios and I seriously doubt the 7800 has one. There is no boot and no devices, so why would you need a bios?

It's a known fact the 7800 has a Bios. There is no doubt. I do know however, that my PAL 2600 carts can be played on my NTSC TV, but I have to adjust the VHold and the colors are all wrong.

The moral is, don't **** with Uncle Tim when he's been drinking!
Right, but that's not being properly played. That's just getting something you can see.
