Default Is my sega cd dead?

I found a sega cd (the longer flat version) in the wild today but before i tried to connect it with my genesis II and 32x I decided to see if it powered up. I connected the correct power supply to it and the power light didn't come on. I know the power supply is working. Does this mean the unit has a problem or is it necessary to a genesis attached to it for it to power up? Any help would be appreciated. If the power light not going on means there is a problem what is it likely to be and is it a cost effective/easy fix?

Yes, a Genesis has to be connected into the Sega CD for it to come on. Both units have to be plugged in, incidentally, making the Genny+CD+32X combo a trinity wall wart beast.
