They should be able to hook you up with some translations. Of course you will still need to get the roms from someone.

Yes, I often visit The Whirlpool (donut.parodius.com) for translation news. The site leaves me with the impression that the translation scene has no shortage of highly undesirable individuals.
DeJap has some... although the previous links are probably better, this is the only one I know of.
