What makes you think it's a scam? Just because the guy has a feedback of 3 doesnt automatically make him a scammer. Looks like he is just starting to sell stuff. The date on the picture is about right so unless he faked the date in photoshop or something I would be inclined to believe that the pic is real and not lifted off of another auction...Maybe it is a scam but nothing about his auction suggests to me that it is. The guy has 18 unique auctions up right now. All I'm saying is that if I collected for NGPC I would bid on the auction.
I wouldnt hesitate to bid on it. He/she accepts Paypal. So, if it doesnt turn up legit, you can try to get your money back thru your credit card company or Paypal (yea right)

As for the first NGPC auction, Game Zone is a brick and mortar establishment in Arizona (2 or 3 stores, actually) . I've bought several of my import games there (NGPC included). You shouldn't have much to worry about from them.
