Ah, I think you should read the manual again... It actually says more than TWO which is a huge clue for a start...
You kinda get thinking to yourself "Now why would they say that? Why would one want to connect more than one for that matter..." and then it hits you - A two player mode!
Now up till now I have only given you half of the story... I actually own two Steel Battalions, so I gave this theory a go, and sure enough, there is indeed a secret two player mode which only becomes apparent after connecting up two controllers!
Now Capcom probably wanted to keep this a secret for as long as possible (For reasons I don't know) but is probably one of the best kept secrets since the cheat codes to Goldeneye! (You know, they said for years that there weren't any, and then suddenly they appeared after the N64 was announced dead!)
But anyway, that's as much info i'm going to give you for now... If you want to know more then I suggest you all go and buy a second controller and figure it out for yourself...

i still haven't even found a 2-player icon on gta:sa and i play that game constantly.
is this 2-player mode supposed to support 2 of those super big joysticks, or is it 1 joystick and a regular controller?

Ok, firstly I am not some twat 14 year old kid who's daddy is a rich car dealership owner... I am 23 and make my own money.
Yes, I do think I am special because I have discovered something which, to my knowledge, I am the first to discover (Outside of Capcom that is)
I have searched all over the internet, and no where have I ever seen anyone else who has discovered this, so I do believe I am that special person!
I won't tell you anymore, as I have told you far too much as it is. I am still in the process of contacting Capcom to find out if I am indeed the first person to have discovered this! Obviously if Nintendo come up with some new technology, they ain't gonna blab about it before they patent it are they!
As for where in the manual it says not to connect two controllers...
It doesn't say in the booklet which actually comes inside the game case, so you have to refer to the huge booklet which is in the box with the controller...
It clearly says at the very top of page 2:
"Do not plug more than 2 Steel Battalion controllers into the same Xbox unit"
They are the exact words printed as they appear. They are at the very top of page 2 and can't be missed!
