Blue label activision carts

Why are some activision vcs carts blue-labelled? Is this what activision used before the color labels?

Blue labelled came after the colored labeled carts.

The blue-labeled carts are Mediagenic titles, when Activision wasn't going by "Activision". They also released Imagic titles with the same type of label.

And those imagic titles are costly IIRC, only Atlantis, Moonsweeper and Demon Attack(my personal favourite VCS game) were re-released by Activision...
The other blue label carts, May be rare, but not worth worring about. I've seen a few of them, pretty cheap too. Coulda got a blue label river raid for 2 bucks, passed for the pretty picture label. (What can I say? I like activision carts.)
