both are black carts, and manuals are in excellent condition, boxes are in fair condition

Both are in the Online Rarity Guide. I just checked. But I won't place a link because I'd like for you to give it a try.

The prices in the Guide though are for loose carts. You should add $10-$15 for the complete condition.

Ive see a complete Secret Scout go for $106, but I dont remember if it was the black or blue cart.

According to the guide the black cart of Menace Beach is the rarest so I would guess a complete copy would go for over $100

Is a complete NWC only worth $15 more than a loose one? In many cases complete copies of rare games sell for double or triple what a loose copy sells for. I'm probably off but I wouldn't be surprised to see a complete copy of Secret Scout go for $100 if it were all in good condition.
